On examination of Victoria College has been annually held under the supervision of the Inspector of Schools with a view to the working of that Institution being independently reported for the information of the Government. The friction between the Inspector of Schools and the Headmaster in connection with this examination became so marked as time went on that
I thought it well to associate the Registrar General with them in a Board designed to arrange a modus vivendi. My appointment of this Board was approved by Lord Knutsford in his despatch No. 42 of the 17th February, 1892. Subsequently I deemed it advisable with a view to minimising friction, to instruct the Inspector of Schools to draw up for my approval a definite scheme.
